Financial Ombudsman Top Line Up

The Financial Services Ombudsman Scheme today announces a number of key senior appointments.

Commenting, Walter Merricks, Chief Ombudsman, said:

The appointments announced today mark a further important stage in the development of our new organisation. While we have been able to make a number of important appointments from within the existing schemes, I am particularly pleased at the calibre and experience of those who will be joining us as external recruits. They will bring with them a wealth of new expertise. Earlier this month we acquired accommodation for our new headquarters, and last week, jointly with the FSA, we published for consultation the framework of rules under which our services may be offered. There is still much to do in the construction of our new organisation, but we are now well on the way to being ready to offer a unified service to consumers and the financial services industry next year.

The appointments announced today are:

Tony Boorman

Principal Ombudsman, Insurance:

This appointment has been made jointly by the Insurance Ombudsman Bureau together with the FSOS to enable him to take up the post of Insurance Ombudsman at the IOB concurrently with his role at FSOS. He will take up this new role on 1st March 2000.

Tony Boorman is currently Deputy Director-General of the Office of Gas and Electricity Markets (Ofgem). After reading Philosophy, Politics and Economics at New College Oxford, graduating in 1981, he joined the Southern Electricity Board as a graduate trainee. After a short time with the Central Electricity Generating Board, he was appointed Deputy Director of the Electricity Consumers Council in 1985, rising to the position of Director in 1988. In 1990 he was appointed Director, Consumer Affairs at the Office of Electricity Regulation (OFFER) to establish a new regionally based consumer complaint system. He spent four years in this position before taking on the post of Director, Regulation and Business Affairs, dealing with competition related policy. In 1995, he moved to the post of Director, Supply Competition, a position where he had specific responsibility for the introduction of competition into the electricity industry. At the beginning of this year, following the merger of the gas and electricity regulators (Ofgem), he was appointed to the position of Deputy Director General. Aged 41, he is married with two young sons and lives in Leamington Spa.

Tony Holland

Principal Ombudsman, Investments:

Tony Holland has been Principal Ombudsman, Personal Investment Authority Ombudsman Bureau since 1997.

David Thomas

Principal Ombudsman, Banking and Loans:

David Thomas has been the Banking Ombudsman since 1996.

Both Tony Holland and David Thomas will remain in their current posts and take up their new appointments concurrently to enable planning for the new scheme to proceed. The new scheme will include three case handling divisions: banking loans, investments, and insurance, and the three Principal Ombudsmen, together with the Chief Ombudsman (Walter Merricks) and the Chief Operating Officer (Ian Marshall) will form the management executive.

Barbara Cheney

Company Secretary:

Since 1990 Barbara Cheney has been head of administration at the Office of the Building Societies Ombudsman, company secretary for the BSO Company and registrar of its Council. Previously she gained experience in a wide range of administrative roles in UK and abroad.

Trevor Kirkham

IT Director:

Trevor Kirkham is a senior IT professional. Since 1998 he has been head of IT for BACS Ltd, the banking transactions service provider, where he has been responsible for IT strategy, productions systems and support and development and platforms management. His previous career included senior appointments at Pearl Assurance and Norwich Union.

Susan Ferran

Head of Human Resources:

Susan Ferran is a senior HR professional, currently head of Human Resources for Nuance Global Traders (formerly Allders International) the tax and duty free retailers. She has worked in a variety of other senior personnel and training positions in the IT sector, travel and manufacturing.

Chris Smith

Financial Controller:

Chris Smith is an experienced chartered accountant with a career encompassing a variety of roles mainly in the insurance and financial services sector. Since 1994 he has held the post of Accountant at the Insurance Ombudsman Bureau.

Harsha Pandya

Management Accountant:

Harsha Pandya is a certified accountant, and has held a number of management and financial reporting positions. Her most recent assignment involved work with Deutsche Bank's Internal Consulting Division.

Stephen White

Head of Enquiries:

Stephen White is an established senior manager working for First National, a subsidiary of the Abbey National Group. His career has spanned a range of disciplines including customer-facing and back office operations, call centre design and management and programme and change management.

David Cresswell

Head of Communications:

David Cresswell is presently Communications Manager of the Occupational Pensions Regulatory Authority (OPRA), having been appointed three years ago to set up and direct its press and public relations function. He previously held a similar position at the Investors Compensation Scheme, and worked before that for the Securities and Investments Board where he was responsible for press, public enquiries and complaints.

Ian Pattison

Head of Facilities:

Ian Pattison is an experienced facilities managers. He has been Administration Manager at the Office of Banking Ombudsman since 1993, before which he was Head of Facilities at the PA Consulting Group for seven years.

Lyn Nevin

Research and Information Manager:

Lyn Nevin has been Librarian at the Insurance Ombudsman Bureau since 1996, before which she was Senior Information Officer at the Institute of Petroleum. She will report to the Company Secretary.
